“One Data Indonesia is a government data management policy to produce data that is accurate, up-to-date, integrated, and accountable, as well as easily accessible and shared between Central Agencies and Regional Agencies through compliance with Data Standards, Metadata, Data Interoperability, and using Reference Codes and Master Data”
(Presidential Decree No. 39 of 2019 concerning SDI)
Accurate, up-to-date and accountable data are essential to become the basis for determining effective and targeted government policies.
To achieve this, the government has issued Presidential Decree No. 39 of 2019 concerning One Indonesian Data (SDI) which regulates the implementation of data management produced by Central Agencies and Regional Agencies to support development planning, implementation, evaluation, and control.
Then, what is the purpose of One Data Indonesia? Against the background of differences in data and geospatial between agencies and the difficulty of accessing existing data in the government, SDI becomes a reference in the implementation and guidelines for data governance, and can be a forum for the availability of data that is accurate, up-to-date, integrated, accountable, easily accessible and accessible. shared between agencies. SDI also encourages data openness and transparency and supports the National Statistics System (SSN).
In this SDI, the data generated by the data producer must meet several SDI principles. Among them meet data standards, meet metadata, meet interoperability, and use reference codes. Data standards, namely the existence of standards that underlie certain data. Meanwhile, metadata is information in the form of a standard structure and format to describe the data, explain the data, and facilitate the search, use, and management of data information. Interoperability is the ability of data to be shared between interacting electronic systems. As well as the use of a reference code, namely the presence of a sign containing characters that contain or describe certain meanings, intentions, or norms as a reference for unique data identity. Data that represents objects in government business processes that have been agreed to be shared. To realize the implementation of SDI, it takes the role, collaboration and support from various parties. In Presidential Decree No. 39 of 2019 also regulates SDI organizers and their roles and duties. At the regional level, the Central Statistics Agency (BPS) acts as a data supervisor, the Communication and Information Office (Diskominfotik) acts as a data guardian, and Regional Apparatus Organizations (OPD) act as data producers. The involvement of regional heads is also important in realizing the implementation of SDI, one of which is to be able to carry out coordination between data supervisors, data guardians, and data producers. Not to forget the government's participation for better statistical data, including by being consistent with the governance of government data that has been agreed in SDI, increasing active collaboration between ministries/agencies/services/agencies, and applying the data standards that have been set to produce quality data. The existence of One Indonesian Data is expected to be a solution to the differences in existing data between government agencies. The participation of various parties that have been mentioned is an important key so that One Data Indonesia can immediately be realized optimally. (Jambi data / Jambi City BPS)
