The Indonesian Democracy Index (IDI) is a number that can indicate the level of development of democracy in Indonesia.
IDI is a form of collaboration between several government agencies, namely BPS, Bappenas, Kemenkopolhukam, Ministry of Home Affairs, and local governments. There have been 12 IDI figures calculated by BPS from 2009 to 2020.
However, it turned out that along the way, several indicators were found that were no longer relevant and needed to be improved, so a review was carried out to revise the IDI calculation method so that the results could be better.
In 2021, IDI was successfully calculated with the new method. Where in IDI research with the new method, the basic concept of demonopolization is used which includes three domains, namely politics, economics, and social.
To measure the development of democracy, demonopolization is operationalized into three aspects, namely freedom (liberalization), equality (equalization), and the capacity of democratic institutions with a total of 22 indicators consisting of 7 indicators of freedom aspects, 7 indicators of equality aspects, and 8 indicators of aspects of democracy. capacity of democratic institutions.
Data collection methods in the IDI calculation process are carried out through quantitative and qualitative approaches. Quantitative data were obtained through searching and analyzing the contents of local newspapers with the largest circulation in the province, where the newspaper used in Jambi Province was Tribun Jambi.
News collection is also carried out through a web scrapping process from various online portals, including Antaranews.com, detik.com, kompas.com, tribunnews.com, coil.com, jpnn.com, and tirto.id.
In addition to searching news through newspapers, data collection methods are also carried out through a review of official documents issued by the Regional Government and the Regional People's Representative Council (DPRD) of Jambi Province, such as Governor Decrees, Regional Regulations, Circulars, DPRD Decrees and other documents. others (voter data, election violation data and so on).
Furthermore, the data and information obtained from the coding of newspapers, documents, secondary data (K/L) & news portals will be validated through a Focus Group Discussion (FGD) involving relevant experts and sources.
The objectives of the FGDs were to collect qualitative data related to aspects and indicators, obtain additional information (verification, confirmation, disconfirmation), explore cases that have a high level of relevance to the IDI indicators, as well as explore information (qualitative data) related to the IDI indicators. with IDI indicators.
Jambi Province IDI 2021 with the new method reached 72.91 on a scale of 0 to 100, where this value was included in the "medium" category. The Jambi Province IDI 2021 achievement is still below the national IDI at 78.12 and the Central IDI at 81.33. IDI Jambi Province in 2021 is in the 8th lowest order of all provinces in Indonesia.
The Civil Liberties Aspect is the aspect with the lowest score of 66.50, while the Political Rights Aspect has a score of 75.67 and the highest aspect is the Capacity of Democratic Institutions with a score of 75.91. However, it should be noted that these values cannot be compared with the previous year's value (old method) due to differences in theoretical aspects, variables, indicators, work stages, and data sources.
In 2021, there are five indicators of democracy that are still categorized as “poor” (value <60>
In addition, 10 indicators scored in the “good” category (score >80) and 7 indicators scored in the “medium” category (score 60-80).
