In accordance with Article 34 of the 1945 Constitution which contains the need for the poor and neglected children to be cared for by the state, the Indonesian government has made efforts to reduce poverty. To measure poverty, BPS uses the basic needs approach which refers to the Handbook on Poverty and Inequality published by the World Bank. Therefore, poverty is seen as an inability from an economic point of view to meet basic food and non-food needs which are calculated from the expenditure side. A person is said to be poor if he has expenditures below the poverty line per month.
Based on data for the last five years, poverty in Indonesia tends to decrease even though it has increased in 2020.
That year, the Covid-19 pandemic devastated various sectors of the economy. Even so, poverty is still a problem in this country. One of the problems of poverty is extreme poverty. The percentage of extreme poverty in 2021 is four percent. This figure is indeed small, but if it is not immediately addressed, this poverty will last a long time considering that extreme poverty is more difficult to overcome. The government targets the elimination of extreme poverty by 2024 in accordance with Presidential Instruction No. 4 of 2022 concerning the Acceleration of the Elimination of Extreme Poverty.
The government has actually launched various social protection programs so that poverty in Indonesia can be overcome, such as the Smart Indonesia Card (KIP), Child Social Welfare Program (PKSA), Pre-Employment Card, Bidikmisi Program for School Age Children, Family Hope Program (PKH), Social Security National Health (JKN), Food Social Assistance (BSP), Rice Program for Prosperous Families (Rastra), Non-Cash Food Assistance (BPNT), People's Business Credit (KUR), Working Age/Productive Business Assistance for Joint Business Groups (KUBE), MSME training, 3 kg electricity and gas energy subsidies, Employment BPJS, Elderly Assistance and Rehabilitation, Uninhabitable Housing Assistance/Stimulant Assistance for Self-Help Housing (RTLH/BSPS) and so on. However, there are still many programs that have inappropriate targets and accuracy, and their coverage is still relatively very low, especially in the informal sector and has the potential to overlap.
For this reason, in accordance with the presidential mandate stated in Presidential Instruction Number 4 of 2022, the Central Statistics Agency (BPS) with its motto "Provider of Quality Statistical Data for Advanced Indonesia" will carry out Socio-Economic Registration (abbreviated as Regsosek).
Regsosek aims to record the poor, especially the extreme poor. The series of Regsosek activities are carried out in two stages, namely initial data collection activities which will be carried out in 2022, and data processing activities and the Public Consultation Forum (FKP) which will be carried out in 2023.
The initial Regsosek data collection is planned to be carried out from October to November 2022. The data collection begins with making a family verification list, then continues with data collection for all families throughout Indonesia.
The purpose of the initial Regsosek data collection is the availability of a system and database for the entire population consisting of profiles, social and economic conditions, as well as welfare levels that are directly connected to the population master data and other databases up to the village/kelurahan level. It is hoped that this data collection will produce integrated data, not only for social protection programs but also for other programs needed by the community so that policies issued by the government will be more focused. In addition, this data collection is also used for development planning and evaluation purposes. Regsosek data is expected to bridge the coordination and sharing of data across institutions and regions to ensure consistent use of data. In closing, let's make the implementation of the Socio-Economic Registration carried out by BPS successful.
