Cost of Living Survey 2022: Basis for Calculation of Post-Pandemic Inflation

August 1, 2022 | Other Activities

The Consumer Price Index (CPI) is one of the strategic data of the Central Statistics Agency (BPS) which is needed as a basis for determining government policies. The CPI or better known as the inflation/deflation rate (positive change in inflation and negative change in deflation) is an important economic indicator whose data quality needs to be improved from time to time. One of the basis for calculating the CPI is the Cost of Living Survey (SBH). SBH is a survey of household consumption expenditures in urban areas (urban areas) and rural areas (rural areas) to obtain people's consumption patterns as material for the preparation of weighing charts and new commodity packages in calculating the CPI. In 2022, the SBH will be held again after it was last implemented in 2018. This indicates that the SBH will be implemented for the 8th time since it was first implemented. SBH is a survey with the longest data collection period because the enumeration period is 1 year. With the development of information technology, changes in people's incomes, changes in patterns of supply and demand for goods/services, developments in the types and quality of goods/services, as well as changes in people's tastes and behavior can change people's consumption patterns. The implementation in 2022 is expected to accurately describe the current situation because the results of the 2018 SBH are no longer appropriate to describe the current situation due to the Covid-19 pandemic throughout 2020 and 2021 which of course has changed people's consumption patterns. The objective of the 2022 SBH is to obtain commodity packages and urban and provincial weighing charts to update the 2018 CPI base year, obtain basic consumption value data (NK0), obtain information on the socio-economic profile of urban and rural households, complete the data needed for calculating regional income and national level, and used as research material and economic analysis. The SBH 2022 is divided into 4 Quarters with reference to the 3-month survey time, namely Quarter I held in January - March 2022, Quarter II is held in April - June 2022, Quarter III is held in July - September 2022 and Quarter IV is held in October - December 2022. Implementation The 2022 SBH uses an independent sample of households every quarter during 2022. Households record non-food consumption expenditures every month, while food consumption is recorded daily for a week in the last month of each quarter. The criteria for eligible households selected as the 2022 SBH sample include ordinary households with 2 to 10 household members, households with at least one household member working (receiving wages/salary or working), and households not planning moved during the enumeration period in 2022. The basis for selecting additional SBH 2022 districts is the amount of non-food consumption expenditure, the population is greater than the average population of the province, proximity to the provincial capital, and the number of households. A total of 154 regencies/cities in Indonesia were selected as samples for the 2022 SBH. In Kerinci Regency itself, this 2022 SBH is the first SBH. Previously, the implementation of SBH for Jambi Province was only in Bungo Regency and Jambi City. Kerinci District and 59 other districts/cities were added to the sample in the 2022 SBH as additional samples in rural areas. For every quarter in Kerinci Regency there are 400 household samples which are divided into 40 census blocks or in other words there are 10 household samples in 1 census block. Various efforts have been made by the BPS of Kerinci Regency to make the 2022 SBH successful, some of them by implementing the 2022 SBH Socialization which was held on March 30, 2022 by inviting all Camats and various related OPDs in Kerinci Regency. Furthermore, BPS Kerinci Regency also carries out refreshing for data collection officers which is carried out every 2 quarters or 1 semester which aims to reaffirm the concept of definition that has been taught during the training. In addition, BPS also routinely evaluates data at the end of each quarter to maintain the quality of the data collected. Given the importance of the 2022 SBH data, for the people who were selected as the sample respondents, don't forget to welcome the arrival of the officers and let's together make the 2022 SBH implementation a success by providing correct and honest answers. With good and correct information and data, the resulting data will be accurate. Commodity packages and weighing charts that will be used to calculate the consumer price index are accurate and current economic data can be drawn. It is an advantage for us to have inflation/deflation figures, as a society we can monitor the price movements of goods that trigger inflation/deflation and as local governments can more easily determine inflation/deflation control policies. In the end, the price of goods available in the community becomes more stable and controlled.
