Currently the Jambi Provincial Government is conducting an Evaluation of Local Government Implementation (EPPD) on the Local Government Implementation Report (LPPD). The legal umbrella for the implementation of the EPPD includes: Law no. 23 of 2014 concerning Regional Government; PP Number 13 of 2019 concerning Reports and Evaluation of the Implementation of Regional Government; Permendagri No. 18 of 2020 concerning Implementing Regulations of PP No. 13 of 2019 concerning Reports and Evaluation of the Implementation of Regional Government; Circular Letter of the Minister of Home Affairs Number: 120.04/926/OTDA dated January 26, 2022 to Governors and Regents/Mayors throughout Indonesia regarding Guidelines for Preparation of Reports on the Implementation of Regional Government in 2021 and Letter of the Director General of Regional Autonomy Number 120.04/2711/OTDA dated April 14, 2022 concerning Extension of Time for Submission of Provincial and Regency/City LPPDs in 2021 through SILPPD. In accordance with PP Number 13 of 2019 concerning reports and evaluations of local government administration related to article 25, that the Governor as the representative of the central government conducts EPPD based on the district/city LPPD by involving regional apparatus and related vertical agencies to assess the performance of district/city regional government administration in its territory. Then the Governor's Decree Number 441/KEP.GUB/SETDA.PEM.OTDA-2.3/2022 dated June 2, 2022 regarding the Establishment of the Regional Team for the Evaluation of Regional Government Implementation (TIMDA EPPD) Jambi Province in 2022 was issued. The Governor's Decree was followed by a Letter of Assignment from the Regional Secretary Jambi Province Number 090/281/SPT/SETDA.PEM.OTDA-2.3/VII/2022 dated July 28, 2022 after going through the process of the TIMDA formation meeting. The structure of the Regional Team is the Person in Charge (Governor of Jambi), chairman (Sekda of Jambi Province), vice chairman (Inspectorate of Jambi Province), secretariat (Head of Government Bureau and Regional Secretariat of Jambi) and members (Head of Bappeda (Regional Planning and Development Agency) Jambi Province , Head of BPKP (Financial and Development Supervisory Agency) Jambi Province Representative, Head of BPS (Central Statistics Agency) Jambi Province, Head of Bakeuda (Regional Revenue and Finance Management Agency) Jambi Province. and the Jambi Regional Secretariat otda, the Jambi Province BPKP (Financial and Development Supervisory Agency) technical team, the Jambi Province BPS (Central Statistics Agency) technical team, the Jambi Province Bappeda (Regional Planning and Development Agency) technical team and the Bakeuda (Financial Management Agency) technical team and Regional Revenue) Jambi Province All Technical Teams collaborate in the implementation of the EPPD There are 11 (se) twelfth) The technical team to evaluate the performance of district and city government administration in the Jambi Province. This Technical Team has now immediately gone down to carry out the evaluation stage on August 1 to 10, 2022 and provide an assessment of the LPPD that has been compiled by the Regency/City which will then be reported to the National Team. The stages of evaluation and assessment are carried out on the performance achievements of the Regional Government Implementation Report (LPPD) based on the IKK (Key Performance Indicators). For macro performance achievement there are 6 macro IKK then for government affairs performance achievement consists of 32 IKK affairs (468 IKK outputs and 125 IKK outcomes).
Calculation of scores and determination of performance status of local government administration (Permendagri No.18/2020 which is very high; high; medium; low and very low). The performance measurement method consists of 3 (three) variables, namely Macro Performance Achievements (CKM), Government Affairs Performance Achievements (CKUP) and Macro Performance Changes (PKM) through the SILPPD application. 2022 is an important year for BPS Jambi Province. Where this year is the first time to work together nicely in the Jambi Province EPPD Team. BPS Jambi Province also welcomes activities that synergize, collaborate and strengthen between local governments and vertical agencies. Currently EPPD is already using the Regional Government Administration Report Information System (SILPPD) application. This makes it easier to carry out the stages of evaluating and filling out KKE (Evaluation Work Paper) for the EPPD technical team. Apart from being part of the Timda, BPS also plays a role as a data producer, especially in the macro IKK. The active role of the Jambi Province BPS in the technical team is monitoring and evaluating whether the district/city government is correct in filling out and understanding the macro IKK that has been uploaded to the SILPPD. The results of the EPPD are very important for local governments and various sections of society. The follow-up to the results of the EPPD on the LPPD will be used by the central government as a consideration for awarding the President to the Provincial, Regency, and City Governments in the high performance category. This award was proposed by the Minister of Home Affairs, then became a consideration for the minister of finance in the provision of Regional Incentive Funds (DID) in accordance with statutory regulations. Synchronization of planning and setting targets for central and regional development as well as fostering the capacity building of local governments in implementing regional autonomy within the EPPD team is expected to produce high performance. The implementation of this activity is a strategic step from the government to local governments to determine the success in carrying out government affairs, as well as to see the progress of achieving the goals of decentralization from the aspect of taking and evaluating policy implementation. The resume from the EPPD can be used as input for development planning in each local government and the central government's guidance to local governments.
