The government's efforts to provide the widest opportunity for the population aged 16-18 years are realized in the 12-year compulsory education program or better known as universal secondary education (PMU).
The PMU program is an implementation of the 1945 Constitution article 31 paragraph 1 which reads "every citizen has the right to education" and is also an effort to achieve the state goals stated in the Preamble to the 1945 Constitution, namely the intellectual life of the nation. .
One of the government's evaluations in the PMU Program can be reviewed through the Net Participation Rate (APM).
NER is the percentage of students from a certain age group at the level of education that is in accordance with that age group to the total population and age group of the same.
The NER is an indicator that better reflects the absorption of education because it measures the proportion of the population who attends school on time.
The NER is calculated based on the education level of SD/MI, SMP/MTs and SMA/MA.
Based on BPS data from Tebo Regency, the NER for Tebo Regency in 2021 at the SD/MI education level is 99.57 percent, SMP/MTs education levels are 78.66, and SMA/SMK/MA education levels are 51.7 percent.
Based on the NER obtained, it means that as many as 99.47 percent of the population aged 7-12 years have used educational facilities according to their education level.
Meanwhile, the population aged 13-15 years and the population 16-18 years have used educational facilities according to their education level of 78.66 percent and 51.7 percent, respectively.
One of the government's efforts to increase the enrollment rate for primary and secondary education is through the Smart Indonesia Program.
This program is in the form of financial assistance to residents aged 6-21 years from underprivileged families to finance their education.
PIP funds are used to support student operational costs, such as school supplies, allowances, transportation costs, practice fees and additional costs for competency tests.
Since 2018 the NER of Tebo Regency has continued to increase both at the SD/MI, SMP/MA and SMA/MA levels.
The higher the APM indicates that the dropout rate every year is also decreasing.
Therefore, to encourage the government to accelerate the achievement of the 100 percent NER target at all levels of education, especially in Tebo Regency, it is necessary to disseminate and allocate PIP from local governments that are more targeted.
The higher the NER, the lower the dropout rate, the higher the quality of human resources.
