As a government agency providing official statistics in Indonesia, the Central Statistics Agency (BPS) often carries out data collection activities, both in the form of censuses and surveys. Furthermore, in the implementation of these various data collection activities, Law Number 16 of 1997 Article 21 concerning Statistics mandates BPS to ensure the confidentiality of information obtained from respondents. regarding the security and confidentiality of data collected by BPS, especially those relating to individual information (personal data) of respondents. If these concerns continue in the long term, it is likely that respondents will feel doubtful or even reluctant to provide actual data. Respondents will feel disadvantaged if sensitive and personal data and information are not kept confidential by the statistician. This of course can have a negative impact on BPS and the government because the data obtained will be biased and inaccurate. On the other hand, the public's concern is a challenge for BPS to continue to strengthen the data security system to ensure the confidentiality of data that has been collected from the public, whether from census or survey activities. In general, there are several stages in the census and survey activities carried out by BPS, namely preparation, implementation, data processing, analysis, and publication.
The preparation stage consisted of making questionnaires, field trials, and training officers. Furthermore, the implementation phase includes data collection in the field. Then, the data processing stage consists of editing and coding, data entry, and validation. Finally, the analysis phase includes the tabulation of the results of data processing. In each stage of activity, individual data will be accessed by many parties so that it has the potential and is prone to being stolen and misused, especially from the stages of implementation, processing, and analysis. To answer the public's concerns regarding the potential for data leakage, BPS has taken several steps and strategies.
At the data collection stage, a Standard Operating Procedure (SOP) was developed which focused on data security during the interview process as well as the collection and collection of enumeration documents. Furthermore, in the data processing, protection is carried out through the use of passwords on the database and encryption of the respondents' personal data. Finally, at the analysis stage, BPS tabulates and presents the results in the form of aggregated statistical data. It is hoped that through these various steps and strategies, public confidence in the security and confidentiality of the data collected by BPS will increase. The public need not hesitate and worry about participating in various activities carried out by BPS. In addition to ensuring confidentiality, the data provided by the public will also be very useful for the government in development planning in order to improve the welfare of the Indonesian people.
