Employment problems are a major problem that must be faced by each region.

The population that continues to increase without being followed by additional employment opportunities has always been a trigger for the proliferation of unemployment rates.

Each region desperately needs the next generation who are skilled and independent as quality human resources who function as development personnel for a region.

In development planning, data on employment plays a very important role.

Because, without manpower, it is impossible for the development process to be carried out properly because labor data can be used as a reference for the government in planning development in the future.

Manpower is a population who is of working age, while according to Law No. 13 of 2003 chapter I article 1 paragraph 2 it is stated that the workforce is everyone who is able to do work to produce goods and services both to meet their own needs and goods and services both to fulfill their needs and to fulfill their needs. own and community needs.

The population classified as labor if the population has entered the applicable working age in Indonesia is 15 years - 64 years old.

The unemployment rate is closely related to employment problems.

There are three types of unemployment according to working time and according to their causes, first, disguised unemployment is labor that does not work optimally for a certain reason.

The second is known as underemployed, namely workers who do not work optimally because there are no job opportunities, usually these underemployed workers are workers who work less than 35 hours a week.

The three open unemployment are workers who really do not have a job.

The causes of unemployment include, firstly, seasonal factors such as the agricultural sector and the holiday season, obstacles or irregularities in the meeting of job seekers and job vacancies so that the opportunity to obtain these job vacancies is lost, low investment flows, low levels of expertise, discrimination and the size of the workforce is not balanced with employment Opportunity.

This can have adverse effects such as the emergence of poverty, unemployment can eliminate skills, the increasing variety of criminal acts, the increasing number of street children, unemployment can cause social and political instability, disruption of a person's psychological condition, a decrease in per capita income / state revenue and increased costs. social costs that must be issued by the government because the community must bear a number of social costs because there is a close relationship between increased unemployment and welfare and can increase crime.

The problem of employment and unemployment in Tebo Regency is based on data collected by BPS.

2021 the working age population in Tebo Regency is dominated by the labor force population of 186,808 while 77,612 are not in the labor force.

The high population of the labor force in an area indicates the large supply of labor available to produce goods and services in the economy of a region.

Meanwhile, judging from developments over the last three years, the number of the workforce in Tebo Regency has always shown a higher number compared to the number of non-labor force in 2019 of 180,663 until 2021 of 186,808, while the non-labor force population of 76,785 in 2019 increased to 77,612 in 2021. .

Based on gender, in 2021 the workforce will be male by 63.90 percent and female 36.10 percent, this shows that men are more involved in economic productivity than women.

The labor force participation rate of residents of Tebo Regency aged 15 years and over and activities during the past week who have worked for the last 3 years have increased from year to year in 2019 by 70.17 percent, 2020 by 71.13 percent and in 2021 by 70.65 percent. .

Meanwhile, the term open unemployment refers to those who are looking for work, preparing for a business, those who are not looking for work because they feel hopeless and those who already have a job but have not started it, accounting for 2.83 percent of the total workforce.

Open unemployment based on the highest level of education completed, it is known that the highest open unemployment is elementary school graduates and below with 39.10 percent.

The non-labor force population is dominated by women at 78.22 percent and men at 21.78 percent.

Based on the business field, the population of Tebo Regency mostly works in the agricultural sector by 57.54 percent, services 29.20 percent and Manufacturing 13.26 percent.

The Labor Force Participation Rate (TPAK) indicates the percentage of the economically active working age population in a country/region. The higher the LFPR indicates that the higher the supply of labor (labor supply) that is willing to produce goods and services in an economy.
